Xilinx ISE 14.7 was the final release of the ISE Design Suite before being succeeded by Vivado. Can You Use ISE 14.7 on Windows 11?

Windows 11 has even stricter security (HVCI, VBS). The driver situation is worse. Your only reliable path is the Virtual Machine method (Step 6). The DLL patch works for synthesis and implementation, but the USB driver will fail 100% on standard Windows 11 installations without disabling core security features (not recommended).

1. Plug in the cable.
2. Open Device Manager. You will likely see a device under "Other Devices" with a yellow exclamation mark.
3. Right-click it -> Update Driver -> Browse my computer for driver software.
4. Point it to: C:\Xilinx\14.7\ISE_DS\ISE\bin\nt64\plugdhcp\nt64 (or the equivalent folder for your install).
5. Windows might warn you about unsigned drivers. Accept the risk.
